MINUTES OF DIRECTORS MEETING.
Meeting held on MONDAY 27th August – 12.00 PM at
MELITON RESTAURANT – ALTEA LA VELLA

1). The Minutes of meeting held 30/07/2018 were approved.
2. Treasurers Report.
3. Secretary’s Report.
MK reported that there are currently 278 members on the current list – The majority
are now contactable via email or post box – some however still evade us.
4. Vecinos Website. TM reported that he was still having continued issues with the
new web site and the modifications made in aligning it to the existing operators but
hopes to have everything running smoothly in the near future after continued hard
work. It is looking very good now and TM suggested that the committee along with
members, be encouraged to use it more although hits had gone up recently. The
New Instancia has been posted on the Web Site.
5. NHW update.
AE reported that there had been no reports of any burglaries from the Guardia or
NHW to her however, JS pointed out that there had indeed been 2/3
attempted/burglaries in the last few weeks including his neighbour. AE said that it
was always some time before she was informed of a Burglary depending on the
“sensitivity” of the Burglary. Whats App Group seems to be a more immediate
response to situations in the area.
6. Other business.
1) Post Box Working Party
As we started on this subject the representative of Correos, Ruben, arrived to
discuss the buzons.
MK presented the excel sheets to Ruben, that he has prepared (and has passed on
to Paco Alcaraz – Marie-Angeles) to Correos along with the signed papers of Official
Address and Agreement of the New System.
The Sheets included a full list of Known Mail Recipients names addresses and email
addresses and a suitably numbered plan of the new Post Boxes with agreed
spacing.
He also asked for a box for Correos Mail which we have given him (although all mail
is accessible by Correos through the keys to the main door). (JS left the meeting at
12.45)
Ruben, was satisfied with then proposed organisation of the boxes and left with the
signed paperwork. APA to collect sufficient Post Bags and Elastic Bands from
Correos to collect the Mail in the Buzons on Monday 3rd September. This will be
returned to the Buzons by Correos on Monday 8th September.
Ruben left the meeting. MK carried on and presented an organisational list for
Monday 3rd to Friday 7th September where the locks will be changed. Available for
the work to date is MK, TM, APA, RK (Administration) it is hoped that JGD will be
available also and MK said that he has access to another helper at 10E per hour as
agreed with WF.
All the preparation for the lock placement is finished. The Locks are all separated
into envelopes numerically with their keys. The New Lock will be located to the
correct post box and the keys returned to the envelope ready for collection by the
new owners or for storage at Paco Alcarez if not taken during the lock change
procedure. RK has purchased receipts which he will give out in return for the 30Euro
Payment and MK has produced 180 double sided “contracts” to be signed (Appendix
1a, 1b) when collecting the keys for the new boxes which in turn will be given to
Paco Alcaraz for his records.
MK has purchased some small implements and drills to aid the change of the locks
and numbers and JS has solvent to remove the “drawn on” lettering on some of the
boxes.
It was generally agreed that it has been well organised but we will see more how
effective it will be in operation. (RK left 13.15).
MK said he would be at the buzons at 07.00 on Monday 3rd to set up the table for
RK and start removing the post from the boxes.
2) Water Restrictions.
There have been disproportionate water problems throughout Sierra Altea 1, Altea
Hills and Mascarat over the last few weeks and as WF is on Holiday TM has taken
over this very difficult problem (see appendix ii attached).
Apobersa (our water supplier) has been shutting off water supplies to the
neighborhood between 23.00 and 9.00 “allegedly” because many gardens have
lawns and watering systems set to come on between these times and Apobersa are
saying this is causing a higher than normal water usage – so they simply have
turned off the supply. TM has found out that this is “illegal” however the written law is
required before this can be stated, to do this, and that ALL the Presidents of The
Sierra, Altea Hills and Mascarat, should meet and stand together on this issue and
fight Apobersa and the Ayuntamiento as one body.
Apobersa it appears, has no legal right to shut off any water to anywhere in the
Sierras or anyone under their billing system. Water should be supplied from Aguas
de Altea to Apobersa via the connection provided by the town, HOWEVER, It
appears that Aguas de Altea charges an additional supply charge to Aperbosa, so
that when Aperbosa starts to run out and needs the extra help – it would rather “shut
off water” than pay the premium.
TM therefore suggested that:
1. The presidents the three areas should meet to discuss the issue and make a
planned join proposal of actions.
2. A detailed letter of the situation be prepared by the Junta and/or President
demanding the rights of the residents and changes to ensure free running water at
all times. It is suggested that this is passed through a lawyer outside of Altea
boundaries to ensure the correct Spanish language is used and any laws stated are
correct.
3, A differently worded letter to Apobersa demanding the residents rights for a
continual clean water supply and that any main system air locks are permanently
removed from the water network.
All of the afore-going and any replies would be evidence, if we are to make a case
for the Valencian Ombudsman against Altea Ayuntamiento.
It is a mandated right that in Altea that ALL its residents should have clean viable
drinking water. Any failure to provide this at any time will and should go immediately
to the Ombudsmen.
TM went on to explain that there are many elderly residents in the area where this
situation was simply unjustifiable and others who had been without water in localised
areas for more than 24 hours due to returning pressure problems with insufficient
pipe diameters.
He went as far as to say that if this was not taken up by the Vecinos Association in a
strong and resolute manner to the Water Authorities and the Ayuntamiento he would
be resigning his position on the Board at the AGM in November.
3). MK had received a request from a member to ask about a “missing mirror” on
Calle Petunia but the majority thought this had been replaced already. MK to check
and inform WF to raise an Instancia if necessary.
